Background:

     The State Central Library was established in the year 1969 under the Department of Culture, Government of Sikkim and is presently located at 3rd floor, Manan Bhawan, Development Area Gangtok. In due course of time other public libraries in the Districts as well as Sub-Divisions were also established.

  The objective of establishing these public libraries is to promote reading habit and to create well informed civil societies. The public library of the modern era is moving ahead to reposition itself as a critical Community Asset and Knowledge Hub. 



SLIM-21: The State Central Library is presently using  library software, namely SLIM-21(System for Library Information and Management) developed by M/s: Algorhythms consultant Pvt. Ltd, Pune having the following modules.

  • Circulation

  • Cataloguing 

  • Acquisition

  • Serials control 

  • Web OPAC

  • Online membership – the online membership module will be activated as and when cataloguing of total collection of SCL is completed.

  • The State Library Committee Meeting is held twice a year to review and recommend proposals for up gradation, development and modernization of Public Library Services in the State of Sikkim.

Membership Rules / form:

The public libraries are institutions to provide library services and reading facilities for users who are enrolled as member of the library under the rules specified below. Non-members may also use the library facilities within the library reading room but shall not be entitled to borrow reading materials from the library for home reading.

  1. People who are resident of Gangtok or any District or Sub-Divisions or any other area as specified by the Government and its surrounding places shall only be entitled to enroll themselves as members to borrow books from the library. There are two types of membership (i) Ordinary Membership (ii) Life Membership. Person opting for ordinary membership requires topay Rs. 50/- (Rupees Fifty) only as enrolment-cum-annual fee under Revenue Head of 0202-04/Culture at State Bank of Sikkim and Rs. 200/- extra should have to be deposited in cash with the Librarian as Security deposit which shall be refundable later on.

  2. For Life Member he/she shall have to pay onetime fee of Rs.  500/- (Rupees Five Hundred) only and deposit under the Revenue Head of 0202-04/Culture at State Bank of Sikkim and the bank receipt should be produced to the Librarian accordingly. This will be applicable only to Public Libraries under Culture Department.

  3. The person seeking membership of the Library shall be introduced to the library by a responsible person such as Gazetted Officer of the State Government. In case of students they should be introduced by the concerned Principals/ Headmaster of the School.

  4. A member shall be entitled to borrow a maximum of two books at a time for period of 10 (Ten) days.

  5. A fine of Rs. 1/- (One) per book per day shall be levied and collected from the members who do not return the book(s) issued to him/her in time. Further no books or any reading materials shall be issued to such members until the fine is fully paid and the books are returned to the Library.

  6. In the event of loss or damage to a book, the member shall either replace the book with a new one or pay three times more of the current cost price of the loss or damaged book. In such circumstances, members shall not be entitled to borrow any book till its settlement.

  7. A member who repeatedly fails to abide by the Library Rules and do not return the borrowed books in time or fails to pay the cost of the books in the event of its loss/damage within one month, maximum 3 (Three) reminder letters shall be sent by post to the borrower from the library at his/her address as recorded in the register during the time of his/her enrolment. If no response is received from the borrower within three month from the last reminder then his/her name shall be notified through Sikkim Herald/ Local news Paper without any information and his/her name will be struck off from the membership register without any further information as well as security deposit shall be forfeited.

  8. Member (Ordinary) who fails to renew their membership continuously for three consecutive years, their name shall be struck off from the membership register and their security deposit shall be forfeited.

  9. Reference and rare books shall not be allowed to issue for home reading from the library under any circumstances. Members shall however read them in the reading room or may take Photo copy of their requirement on payment basis.
